I used Safbrew T-58 for my Belgian IPA and was really pleased with it. I'd echo the thought
above that Belle Saison might not be the best for a Belgian IPA.

I have some cascade to get rid of. I wonder if upping the 10 min by an ounce would radically
change things?I doubt you would notice much - just ups the IBUs a bit.
