    I have a hard plastic type washer on the fitting that connects the regulator and the co2 tank
    so I don't think that's the issue

    That would work if you know for a fact that the valve doesn't leak when it's closed. Ideally
    you would disconnect the valve from the regulator and plug the opening in the regulator with a
