Yeas that is rosemary. I had 5 plants but I needed to move them and lost two. They smell great give all year round green and you can eat it.
I put hem in at 6 inches high and they are now nearly 3 foot. I have one on the alloment as well. I like to inter plant them with lavenders.

You can water a "garden" so go for it. Mine are more for fun than for supporting the hobby.
