Default First year Hops Growing nicely

So, my babies are about 14 feet and going... I have plenty of nice little flowers, but most if not ALL of them are at the top... Is that the norm

Yes, but once the bines start growing sidearms you'll get more flowers.

Default Hop Cones

That is normal. You will see very few hop cones below 4 - 5 feet. The upper 2/3rds of the bines is where hops cones are produced.

Congratulations! And yes they will continue to mature in the next few years showing some different characteristics. You'll notice that on different varieties, some will have most of the hops on the top 1/3 of the vine and others will form even lower on the plant. Good growing!
