All-Grain - IIPA - Option 2

Hey everyone, first time posting a recipe. Im working on re-working a IIPA recipe that I have been brewing for a few years. The current recipe is a bit too dark for my liking and too sweet for a IIPA. I love it, but i think I am going to categorize it as a strong ale.
The recipe listed below is my attempt at getting a cleaner, hoppier option. I feel pretty comfortable with most of the malt bill, its the hops that I am unsure of and I am looking for feedback. Second, I am having a difficult time getting the final gravity to be lower than 1.020 - I think I would like it to be closer to 1.015. What does everyone think?
