I understand it is a dual stage that can heat and cool BUT can it do both at the same time? Meaning if I hook up a heater and the freezer compressor does it automatically switch fro one to the other as needed or do I have to choose either heating or cooling?

When you are above your set point and exceed your threshold amount, the cooling relay is energized (assuming the compressor delay is met).
Conversely, when you are below the set point by your threshold, the heating relay is energized.
When either above or below your set point and less than your threshold, it simply monitors the temp, no relay is energized.
This is all displayed on the screen by various LEDs.

Dual stage means that it switches between heating and cooling automatically. Single stage controllers can either heat or cool, but only one at a time.
