I am looking for something like this sized to fit in a 10" round water filter so I can use it as a hop torpedo.

I have this filter housing
http://www.filtersfast.com/Pentek-158117-Filter-Housing.asp

which takes a filter like this:
http://www.filtersfast.com/American-Plumber-W5CP-water-filters.asp

it says the dimensions are 2 5/8" x 9 3/4"

Is it possible to make one that is circular with a diameter of ~2 5/8 and 9 3/4 high opened on both ends.

Yes it possible, No problem.
Still in 300 MIcron?

Are these all stainless construction? You mentioned 300 micron, is that the stock screen size? Any issues with reduced hop utilization?

These look awesome!

I'm curious if you need to use the larger size if you have a wide-diameter kettle (mine is 19" wide, 15" deep), or if the 4" model will work as the wort is moving all around during the boil?

I don't currently use any kind of hop spider or similar device, and while I don't mind needing to increase my hop charges a little bit to account for them being restrained to a portion of the kettle area, I don't want to significantly reduce my utilization either. Or perhaps it won't change my utilization at all, regardless of which size I choose?
