If I understand the forum rules, this section is more or less vendor-oriented and was designed to be that way. I don't see anything wrong with that. There's no need to be cynical about moderation. If you look, you'll find a thread like this one (http://www.homebrewtalk.com/f173/chi-company-257699/) to suit your needs perfectly. It's outside the vendor section, and likewise won't get nuked.

That said, I'm not sure what would be "on topic" to this thread. I do read the vendor threads, and on many occasions I've bought things advertised. I always do my research into the company though.

Shouldn't this whole thread be deleted as the vendor isn't selling anything in the thread but rather asking for forum members to chat with them which is, apparently, against forum rules?

Maybe he's looking for a "yes" we read them, or a "no", we don't. But OT chatter is never allowed in the Vendor Showcase area.
