You could set up your site with a buy option for each team in the tournament. Everyone buys pumps between selection Sunday and the first round (the four early games would get there selected team and the team the play in the opening 4). Pumps would be shipped/payed for when their selected team loses. Discounts would be based on a sort of sliding scale based on past odds. As in a 1 seed that had 2 wins would get 8% off, while a 10 seed with 2 wins would get 25% off. Thus less people would pick one seeds because the discount is not as good. And this way people would buy up front instead of only buying if they got a really good price.

Pick one game each round and offer a survey. The entire forum is allowed I vote on who will win. If we're right, there is a larger discount (15-20%?) If not, there is a smaller discount (say 5%)

The vote is binding, and everyone gets the same discount either way. I you vote for the winning team, but the majority of voters are incorrect, you still lose. It's for the homebrewtalk collective.

So you pick your hometown team, but 60% of forum members choose the other team. The hometown team loses. Even though your team lost, the majority of the forum picked right, so you still get the big discount.
