Careful with wood chips, they're a sharp sword. You don't need a lot to exert woody flavor, and I'd use a micro-film bag to avoid danger from the chips coming apart and leaving small shards and slivers to choke on. Did you boil them before adding to the wort? I would boil them for at least 20 mins in a solution of water and 1 crushed campden tablet. Better yet if you got a pressure cooker, this is an even better way to sanitize these. I agree, that to diagnose your problem we need photos and more info on your process! Good Luck!
