This weekend I am going to be making a raspberry ale, which calls for Northern and Cascade at around 6.5% each. I was at my LHBS this past weekend picking up the supplies, and they only had Northern at about 11% and Cent (no Cascade) at around 10% as well. From reading some other reviews, the higher % seems like it may take away from the taste of the raspberry. Do you think I can use these hops? or should I go lower %

You can use those hops, but you will need to scale back on the amount used, and possibly the add times! Use something like beersmith to calculate the same IBUs with the hops you have. Try to get the bittering, flavor, and aroma hops all similar to what they are with the original hops!!

Try to add roughly the same number of hop bittering units (HBU):

If you recipe called for 2 oz of 6.5 % Northern @ 60 minutes; that is 2 * 6.5 = 13 HBUs

Since your Northerns are 11%, you need 13 HBU /11% ~ 1.2 oz.

Do the same for each hop addition and you'll be fine.
