Default specific gravity question

this is my second batch of brew, after my first batch was really bad and i was told i contaminated the batch i was crazy clean and made everything spotless . so here is my question, my starting specific gravity was 1030. the instructions for this brew said it should be 1048 - 1052. not knowing what to do my friend and i proceeded to move on to adding the yeast and fermenting. its been 9 days and i took another specifig gravity reading this reading came out at 1020. i did the calculation and has a ABV of 1.3. is this right or do i leave to ferment longer? if anyone can help i would apreciate it.

Wait about two more weeks then check again. You probably didn't mix the wort with the added water well enough. You will be just fine.

This has happened to me. IF you are a n00b....that is your excuse and it's a good one.
I'd been brewing for about 8 years the last time it happened to me. DOH!
