Default Siphoning question

After the beer ferments I see that you can siphon to a secondary or bottle the beer. My question is, if all the sediment settles to the bottom of the fermenter, then why do you siphon from the bottom of the bucket, where the sediment rests?

You don't siphon from down in the crud, but from just above it.

With a tip on the end of your siphon, you can get all but the last little bit from the fermenter.
