Are you talking about the typical attenuation of the extract? Unfortunately it varies according to the type and the manufacturer. That's why I agreed with the range you gave him.

Put the IPA into secondary today. Gravity at 1.023. If OG reading was accurate, this'll be a sipper.

Sounds like you used a bit too much extract (it's almost impossible to screw up the OG when using extract). Next time, use less fermentables and you won't run into this problem.
