I have a recipe for an IPA that says it will make 5.5 gallons of beer. I don't have the tools to make an all grain batch that big yet so I figure if I just reduce the amount of grains to make a smaller batch I can do it. My question is are all of the temperature requirements the same?

The temp of the strike water will most likely change. Mash temp will remain the same.
Use something like this to do the math for you.
