Default Original Gravity - why are the decimals not always in the same place?

In most of the recipe's and books I read I see that O.G. is generally in this format:

1.0XX

Sometimes I see it written differently with the decimal moved like:

15.4

What is the difference?

15.4 is a plato reading
15.4 * 4 * .001

aproximatly 1.062 SG depending on the phase of the moon
