Default Is Lactose Powdered milk?

I am fixin to brew a sweet stout that calls for 1 LB lactose. Is that the same as powdered milk I can buy in the grocery?

No. Lactose is the sugar that comes out of milk- just like corn sugar comes out of corn but is not corn. Powdered milk is just milk with the water taken out.
