When I turn this thing on, do I turn it so these vents are open or closed?

Use that air vent to adjust the flame after it's lit. You'll want to have mostly blue flame with yellow at the ends, instead of little blue and mostly yellow. But adjusting that vent you can adjust the air/propane mixture.
