Default High FG, should I bottle or what?

Hi all,

I have Nut Brown two weeks in secondary, outlined in this thread, that is supposed to have a FG of 1.010 to 1.016. I pitched a second packet of Safale 04 but I'm still around 1.023. I don't have the carboy measured so I might only have 4.5 gallons or so. Should I measure my bottling bucket and top it off to 5g and bottle, or should I take some other corrective action?

It seems to me that adding more water before bottling is going to make it even weaker so I wouldn't do it.
What was your OG? How long has it been fermenting? Is it still in primary?And,what is the temperature?

Thanks for the help.

It did 5 days in primary and so far 16 days in secondary, with the safale cast for a second time 7 days ago. OG was 1.068 and it is at 68 degrees room temperature.
