 Grain bills and speciality grain %

Due to my equipment available i am unable to do 5 gallon all grain batches so Im currently doing partial extract BIABs using about 4kg of grain and adding a minimum of 1kg of extract. I am getting about an 80% efficiency with this method.

When calculating the bill percentage for each type of malt would this be the same as for AG?

Use the weights of the grain and extract to calculate the percentages.

But 1kg of extract isnt equivalent to 1kg of grain ks it?

How equal they are depends on the efficiency number you use....most use 75% so 1# of grain equals 3/4# of DME....however this is generally applied to the recipe formulation, so once the recipe is set, it's straight percentages by weight for the actual grain bill.
