Default Gelatin and Cold Crash

Should I use gelatin while laagering?

I want to do both cold crash and gelatin fining.

May you all give an advice to me which one should primarily do?

I mean should I cold crash first?

you don't need to do both, if the beer is ready for lagering i would drop the temp down and leave it for as long as you need to.
