Why do some add ingredients at "flame out"? What is the result or the goal of this? Do you only do this with dry or liquid extract (if extract brewing) or both?
So you don't boil off flavour or aroma's in what you're adding.
...or in the case of the extract, it's to prevent caramelization and maximize hop utilization.
