Default Fermenter Too Cold?

I'm fairly new to brewing, just did my first mini-mash for a double IPA. I keep my glass carboy down in the basement to ferment. We've just moved in and I've not brewed here before. The ambient temp down there is 66.5 degrees with the thermometer right next to the carboy. Is the temp too cold for an ale to ferment properly? The IPA fermented vigorously for about 3 days then tapered off to nothing. Original gravity was 1.040 and I haven't taken another reading yet. I'm planning on racking to a secondary this weekend. Just wondering if I might need to move it to a warmer area? Is there a "perfect" temp for ale yeast to properly ferment? Thanks for putting up with the newbie questions!

I'm not an expert but I did stay at a Holiday in last night.

No serious 66.5 is ok, the temp inside the carboy was about 2-3* higher from the activity so you should be ok.
