Can someone explain what this is? I've seen it used to explain OG.

It is what percent of sugars you are getting out of your mash compared to optimum.

75-80 is typical.

just to be nitpickly, mash efficiency is how much of the sugar you're getting out of your mash compared to optimum, brewhouse efficiency is that, minus any other losses of sugar - basically wort losses (other than boil off water loss), like wort left in trub in the kettle, etc.
