this would be my second brew, i have just a starter kit and dont really know much about this stuff yet... I was wanting to make a brew that was an IPA or just more than the amber ale I made. I saw this local kit and was wondering if my starter kit would work or if I need anything extra for hops or anything... Im just wanting to know if this kit would be a smart purchase for a noobie...

It's hard to tell because the kit doesn't explain what it contains. If it is a standard extract kit, then you will probably not need anything other than what you have. If it is an all grain kit, you will need a mash tun, which is not usually included in a "starter kit."
