Default sweet-ish oatmeal stout

I do partial boils I was wondering ifthis was due to under utilisation (being crammed in bag in a 3 gal. pot) or due to lack of hop in the recipe. I followed the rec. of 1.1-2 Northern Brewer for a 5 gal. batch, but as I mentioned I am only doing a 2.5 boil
Its not a bad sweet and I actually received compliments on how smooth and "nice" it was
should I just be dumping the whole unbriddled mess of hops into the pot and worry about skimming later?
