You could try steeping some specialty grains. US Crystal 40 L, 60L, or Marris Otter works for pale ales. There are even a few others you could use. Half a pound or so would probably help. More hops could never hurt IMO for this style. I guess it depends on your tastes.
Also, you may want to start the boil with a bit more than 2.25 gals, because quite a bit will boil off. Are you boiling for an hour? If so I would say maybe start with 3 to 3.5 gals?
