Default Ranger clone help

Was gonna brew a nb ranger kit I have today. Question is, I know nb says they have simcoe it the recipe. The kit came with none. So I happen to have an ounce of it and was gonna go ahead and use it. Would it be better to use it at 15 min for a flavor or save it for a dry hop with cascade?

The hop schedule as is

1 1/2 chinook for 60
1/2 chinook for 30
3/4 cascade for 15
1/2 cascade for 0
3/4 cascade go dry hop

Now where should put my simcoe

And this a partial kit. I'm doing full boil. If I lower the bittering hop from 60 to 50 min will that make up for the higher hop utilization ?

Make sure the kit isn't using hopped malt extract first. Some kits use pre-hopped malt extract. A quick call up to NB would verify this.

Pretty sure this isn't pre hopped.

I think I will use half of my simcoe at 15 and half for dry hop. My problem is I have no way to reseal them. Will a ziplock bag work? In the fridge or freezer?
