Give it more time. It's entirely possible that the yeast count was low in the packet and it's taking it's time. After a little while, like later tonight, take a peek and see if there are any bubbles or foaming on top of the wort. Take a sniff and see if you can smell anything. You will know if there is significant CO2.
The dry yeast would be ok for an emergency, but since you're making a hefe, you really kind of want the liquid yeast to do it's thing (it's hefe yeast, right??)
