The main thing is to get the gravity of your mini-mash. With extract, you pretty much get out what you put in. If you really want to take a gravity reading, you need to mechanically stir some how. This can be with a spoon, or even with an oxygenation stone.
I'm not sure I understand what you mean by highest OG in an extract. You can keep adding extract pretty much without limit. There is a theoretical saturation limit for water. I can't remember what it is off hand, but it's huge...much bigger than any beer you would ever brew.
