Default White Bubbles?

I racked my beer over to secondary and have it in my ice box at a constant 69 degree temp. I am seeing little white bubbles on the top of the beer, this isn't a bacteria is it? I am getting a little fermentation still, so could these bubbles be from this fermentation and these bubbles coming from the bottom? Any help or clarification would be great!!!!
