when to add malt extract for partial mashes?

I have been seeing recipes that use malt extract at the start of the boil and "late addition", does late addition mean the last 10 minutes of the boil? and what is the difference of adding at the 60 min or the 10 min?
 
add it at the end. you get less caramelization and less extract 'twang'. the extract only needs to be boiled long enough to sanitize it
