Take a look at this site's recipe database. There are a lot of good witbier recipes. "Blue Balls Belgian Wit" is a popular one.

Hoegarden is definitely a wit.

Basic wit recipe:

50/50 wheat and pilsner
Saaz/Goldings for bitter
Saaz to finish
0.25 to 1oz each of orange peel and corriander added @10 minutes
Belgian wit yeast started mid 60's and then ramped into mid 70's.

Hoegarden is at the low end for bittering, citrus and yeast funk.
