In this instance, I would have needed a 2.5 gallon starter. Boil 2.5 gal of water with some amount of extract, cool, then add smack pack?
Largest lager starter I have used is about 1.5 qts, never had any issues. I pitch when the wort is around 65ish on its way down to ferment temp.
