It probably does, but we're talking about 1/2g max usually. Sometimes I just deal with the higher gravity

Because I'm adding the additional water almost at the end of the boil, the hop utilization is affected in the same way. But what will be the difference? Maybe 3% utilization difference at the most. This is a difference that I don't worry about since hop utilization is affected by many other factors anyway.
