Default New Mash Tun Use

About to put my new mash tun to use. Have done a few BIAB partial mash and 1 BIAB all grain.

When using the mash tun, do I put the water in first then add then grains, or is it the other way.

I will be brewing a weizen, so I will be using rice hulls to keep it from becoming goo. I have heard that the scientific measurement is to hand fulls. Should I mix all the grains and rice hulls together then put it in the mash tun.

Water first, then close it up and let it sit for a bit to warm up the tun...then add grains. (check temp first to see if its at the right strike temp)
