I'm doing an all grain English ale right now and my question is should I scrape the hops "ring"(for lack of a better word) during my boil going on right now back into the wort (with a sanitized spatula) or just leave it be?

If it's still during the boil, you don't have to worry about the spatula being sanitized - the boiling wort will take care of that for you, plus anything in there is sanitary anyways.
Note: as long as the spatula wasn't previously used for cleaning up after the dog :) any normally cleaned spoons or so on that would be used pre-cooling is fine.
I generally do just that, if I get hop particles stuck on the kettle, again, during the boil, I'll stir / scrape them back down into the boiling liquid.
