Grain bill and strike water amount calculation, b-glucan rest?

Hey yall. I have a quick question about how much strike water/ hot liquor to have. I am making a honey basil ale w/5# of flaked wheat, do i include the 5# into my grain bill. Im using a ration of 1.5 q/ pound of grain... grain bill as follows:

10# 2 row
1# vienna
1#carapils
4#flaked wheat

If i included the flaked wheat, my poundage is 16 pounds and would hence require 6 gallons of strike water, whereas, without the flaked wheat, 12 pounds, would require 4.5 gallons? any thoughts on how much strike water to use and whether i include the flaked wheat when determining this calculation?

Also, is a beta glucan rest, 20 min @110, required for a grain bill like this? I have rice hulls.

I always count everything going in the mash run when it comes to calculating water volumes, so I would use the larger amount.

I've never used flaked wheat, so I can't answer your mashing schedule question.
