Default PSI suggestion for mountains

In a random bar in the mountains near Breckenridge. They have Fat Tire on tap and it pours out 95% head every time. With the altitude at 10,500 feet above sea level, maybe a four foot beer line, at 38 degrees, what psi should this be at. They have it at 18. From what I have read, for every 2k feet above 1k, you should add a pound.

Bad idea. Pressure regulators are relative to the atmosphere and the way the CO2 comes out of solution, ditto. So, at higher altitudes the absolute pressure comes down for a carbonation level. I'd cut the pressure back to 8-10 psi and use 10' of 3/16ths.
