Can anyone tell me how the beer companies do their kegs before they ship the off.

Do they force carb them first before they ship them?

Do they carb them at all?

The beer is bulk carbonated before it even gets to the keg. A counter-pressure type filler is used to transfer the carbonated beer to kegs.
