How much oxyclean should I use per gallon of water to clean kegs? It came with a scoop so I guess I should be asking how many scoop(s)?

1 scoop, fill the keg. Let soak.
I'd pull the dip tubes and let them soak in a wall paper tray if you have not already cleaned them.

Actually you can put your dip tubes and removed posts right inside the keg. Keeps it all together.
