should i have my tapped hooked into the keg while its carbonating? i was not sure if maybe some co2 could leak out and if i should hook the tap in when its ready

i don't hook it up to the tap when carbonating.

I don't think it matters. The lines hold pressure, and the pressure should equalize all the way up the lines to the tap. I have carbed kegs on tap before w/o issue.
