Well, when ya do 5 gallons, you typically use 5 oz of priming sugar...1 oz per gallon, which would equate to 2 oz being all that's needed to reach proper carbination when bottling for a two gallon batch.

Yeah i would shoot closer to 2. That being said it is probably telling you 3.6 due to hefe usually being carbed to a higher volume of co2 than a standard pale ale would be. But that's only important if it is to you're be in style guidelines.
And yes that would be with a scale not a measuring cup.
