FWIW i just got a shiny new 20# tank, and my airgas said the same 24 hour wait/turnaround time for a fill. I happily said f that and just exchanged it for a filled food-grade tank. the new tank wasn't as shiny, but it wasn't completely disgusting either, and it had a handle unlike the new one i have. just swap it.

Yeah, there's not a lot of places around my area that do propane fills instead of exchanges, so I am stuck with Amerigas (or Blue Rhino, although they have pretty much left the area) tank exchanges pretty much everywhere I go.

On the other hand, there is a welding supply place a couple of blocks from my house, so swapping CO2 is easy and those guys don't sell crappy equipment.

Tanks do need to be tested occasionally. If they do it from free, that's much cheaper than driving 50 miles (unless you drive a T-72)

It's my understanding that Hydro's are done once every 5 years but the tank needs a visual inspection yearly. Another reason why the exchange is nice. They do all that so you don't have to worry about it.

The tank is only a little over a year old. I didn't request or mention food grade last time they filled it or this time. I didn't realize there was noticeable difference and didn't know to mention it. When I dropped it off yesterday, they said that since it was only 5# they were required to fill it with food grade.

When I went back today to pick it up, it had stickers on it labeling it is food grade co2. They didn't do that last time. Maybe I am just dealing with new people or owners this time. At any rate, I will probably just do the exchange next time.
