Do 20 LB CO2 Tanks not open or close if they are empty? I have an empty one and I cannot turn the knob at all. I attached my regulator to it and there was nothing in it.

Any suggestions or insight?

It's probably seized up. The one's I have used open and close whether they are empty or full. I would try to find a place that would exchange it for a full one. Look for welding supply shops, they usually exchange 20 lb'ers.
