Default New mead maker

Hello everyone, this is my first attempt at making a mead. The kit is for a semi-sweet mead and came with a wyeast #4783 Rudsheimer yeast activator yeast packet along with 2 yeast nutrient packets. My question is, can I break the inner package and direct pitch it into my mead or does it need to have a starter? Thanks in advance.

You do not need a starter (though making one never hurts). Just be sure to aerate the must to allow maximal yeast growth and development to facilitate complete fermentation.
