It may be yeast clumps, though it doesn't look great from those pictures. How does it smell? If it has an infection like scent, different then the yeasty sourdough smells of fermentation, you may want to rack it. You could rack it out of that carboy, just make sure to rack from underneath that top layer trying not to get any of that foam in the racking process.
