Default Needs degassing or normal?

Our white zinfandel (kit) is 12 days old. Racked from the bucket to carboy at day 10 (1.007). Topped off the carboy to the base of the neck and used an airlock. The carboy is at 66° and has a lot of micro bubbles with air lock activity every 4-5 seconds. Does this mean I need to degass or is this normal activity? Going to rack again to another carboy in 8 days (day 20 per the instructions).

Take another hydrometer reading. If it is less than 1.007, then it is still fermenting, which is why there is airlock activity.
