If the neighbors are dissatisfied with the way the police deal with elk in the neighborhood, a public demonstration of that dissatisfaction seems like a reasonable way to express it.

I almost hit an elk once in northern Arizona, the herd was crossing the road. Had that happened I may not be here today.
Huge animals.. the only thing I could see was legs.
