Sad thing is, that if you did take the initiative to fix it yourself, you'd most certainly be arrested....
I thought about this before.. I thought it would be cool if private groups could 'adopt' a section of highway and maintain the highway themselves, the way that some areas allow that for picking up litter and what not... This would be a way that joe private citizen could reduce costs to their local, state, and federal govt... lessening the need for the govt to continually increase in size and take over more and more control of our lives...
Heck, you could even require those drawing unemployment or welfare long term to help out on a part time basis as a condition of their subsistence... and/or low risk prisoners...
But then I realized that between unions, and bureaucrats, and industry lobbyists, and building departments, and transportation departments, and fire departments, and and highway patrol departments, and osha, and politicians, and environmentalists, the epa, the aqmd, the material suppliers, contractors associations, and whoever else has become accustomed to having their hands in the cookie jar...
It would be 'completely' impossible.. and anyone attempting to do so, would have the full wrath of all those special interests (and certainly many more I forgot to include) coming down on them with every law enforcement/regulatory agency and lawyer that can be imagined...
Just the way it is.. Everything is set up so that things must be done a specific way by specific people, with specific methods..but there's no more money left for things to be done that way by those people.. so we're in a 'quagmire'...
We've completely painted ourselves into a corner... What made America the economic powerhouse it became, is the entrepreneurial think outside the box freedom of individuals.. but that kind of free spirited approach to things, has been effectively outlawed and strangled by layer upon layer of regulation, tax, and bureaucracy...
Something is gonna give before too much longer.. Time will tell which pressures win out and which cracks in the dike become ruptures....
Big changes are definitely coming.. what that looks like is anybodies guess...
